Accountability requires a transaction, not just a read.

Choose a bounded equipment process

Start with one equipment pool, maintenance kit, or depot inventory task. Identify the authoritative list, the people allowed to issue or accept equipment, and the information required at each handoff. An RFID observation may support that process, but it does not by itself transfer custody or establish that equipment is ready for use.

Reconcile kits at issue and return

Maintain an expected kit composition and record substitutions deliberately. At issue, compare observed identifiers with the approved list. At return, distinguish present items, unobserved items, and additional equipment. Preserve an incomplete status until the relevant person resolves the exception. Do not silently remove an unobserved tool from the expected kit.

Worked example: an incomplete return

Hypothetical example: a maintenance kit returns with one identifier unobserved. The operator repositions the case and checks the item directly. If the item is physically present but its tag cannot be read, record a tag exception and arrange the appropriate follow-up. If it is absent, retain the missing-item exception and route it through the organization’s existing accountability process. These outcomes require different actions.

Keep location, custody, and condition distinct

A last observation records a time and context. Custody names the responsible party; condition and maintenance status belong to their approved records. Model these separately so a later read does not overwrite a meaningful state. Define who may reconcile discrepancies and what evidence must remain available for review.

Bring program requirements into the pilot

Include the responsible operations, IT, security, and procurement stakeholders in scoping. Confirm the permitted network arrangement, information-handling requirements, device configuration, and acceptance process before selecting a deployment pattern.
